Purpose:

The purpose of the Improving Occupational Health and Safety Especially in Mining Sector
Project (MISGEP) is to create better working conditions by promoting better working conditions based on a proactive
approach, increasing public awareness and improving knowledge of all stakeholders on OHS.

Overall Objective:

The objective of MISGEP is to create decent work for the Turkish labour force by means of
improving health and safety and work peace.

Main Beneficiary Institution:

The main beneficiary of the project is the Directorate General of Occupational Health and
Safety (DGOHS) of the Ministry of Labour and Social Security (MoLSS).

Contracting Authority:

The contracting authority of the project is the Directorate of European Union and Financial
Assistance (DEUFA) of the Ministry of Labour and Social Security.

Project Approval Date:

The project was approved by the Delegation of the European Union to Turkey (EUD) on 19
March 2018.

Project Duration:

The duration of the project is 3 years, Project commenced on 21 November 2019 and will end
on 21 November 2022.

Project Budget:

The total budget of MISGEP is approximately EUR 17.6 million.

Target Group of the Project:

The target group of MISGEP consists of employees, employers, occupational safety experts,
Non-Governmental Organisations (NGOs), students studying in the relevant departments of universities and vocational
and technical high schools, branch teachers working in the field of mining technologies in vocational and technical
high schools, Directorate General of Occupational Health and Safety (DGOHS) staff and other relevant stakeholders.

Project Components:

MISGEP, which is financed by the European Union and the Republic of Turkey and carried out
by the Directorate General of Occupational Health and Safety (DGOHS) with the Directorate of European Union and
Financial Assistance (DEUFA) of the Ministry of Labour and Social Security (MoLSS) as the contracting authority,
consists of three components which are as follows; Technical Assistance, Financial Support and Guidance, and the
Grant Scheme.

1) Technical Assistance Component

Within the scope of this component which covers activities to increase OHS awareness and
the level of knowledge of the society and the mining sector regarding the subject, interactive trainings and health
surveillance are organized for mine employees and employer trainings are organized for university students,
vocational high school teachers, engineers and occupational safety experts and other relevant stakeholders.

In addition, many activities such as informative events, cartoons, public spots (public
service advertisements) for television and radio and a photography competition with the theme of occupational health
and safety in extremely hazardous lines of work are organized in order to create and disseminate a culture of safety
in the society. ISGinfo Assist, a digital application containing useful data on OHS regulation and
implementation for mine employees, engineers, students, and occupational safety experts is being developed and it
can be used in smart devices.

Within the scope of this component, technical guidelines on topics related to occupational
health and safety in the mining sector such as ventilation, supports in mines, spontaneous combustion, safe
behaviour, coal-dust explosion and mine gases will be prepared.

Furthermore, within the scope of this component, reports such as the unionisation report,
which will include the importance of being a trade union member in mining workplaces in regards to OHS, and the
evaluation report of the existing OHS curriculum in Mining Engineering Departments will be prepared which will
contribute to the occupational health and safety literature.

2) Financial Support and Guidance Component

The Financial Support and Guidance Programme includes the provision of financial
support and technical guidance to workplaces  regarding Occupational Health and Safety. Within the scope of this
programme, financial support is provided for the assignment of occupational safety experts to 80 workplaces and the
provision of a total of 3,000 rescue (emergency in the mine) trainings, prioritizing these 80 workplaces. In
addition, contributions will be made for the integration of the Mining Sector Standard of TS 13741- OHS Management
System – For Small and Medium Sized Enterprises (SMEs) – prepared within the scope of Improvement of Occupational
Health and Safety Conditions at Workplaces in Turkey (ISGIP), for 15 workplaces selected from among the
aforementioned 80 workplaces.

3) Grant Component

Within the scope of the Occupational Health and Safety Grant Component, grant
support is provided to various applicants such as employees, employer unions, NGOs, Organized Industrial Zones
(OIZs) and vocational high schools and universities in order to improve the occupational health and safety
conditions in mines and other extremely hazardous workplaces. The maximum duration of the projects that are going to
be implemented under the grant component is 18 months.  Grant amount to be requested per project is determined as a
minimum of EUR 75,000 and a maximum of EUR 200,000.
