Financial Support and Guidance is a component of the Project titled “Improving Occupational Health and Safety Especially in Mining Sector”, in which the Directorate General of Occupational Health and Safety (DGOHS) is the Beneficiary and the Directorate of European Union and Financial Assistance is the Contracting Authority.

The target groups of the Financial Support and Guidance are:

Employers, employees and OHS professionals of;

  • Underground METAL mines with a maximum of 250, and a minimum of 20 employees
  • Underground COAL mines with a maximum of 250 and a minimum of 50 employees

Within the scope of the programme, financial support will be provided for the assignment of OHS professionals (occupational safety experts, occupational physicians and other health staff) to 70 workplaces, evacuation trainings and the integration of OHS management system for 24 months.

Financial Support for the Assignment of OHS Professionals

With this support, 70 mining workplaces to be selected within the scope of the programme will be provided with financial support to cover the assignment costs of the OHS Professionals who are recruited at the workplace through İSG-KATİP for a period of 24 months. The amount of support given per employee per month will be 15 € for all OHS designation services in total.

Under the programme for each workplace with a maximum of 220 employees, 3300 euros/per month will be given as financial support and a total of 79,200 Euros will be allocated for each workplace during the Project.

In order for the workplaces to take full advantage of this support, they must have formed a continuous contract with the persons who are required to be assigned in accordance with the legislation within the month in which the grant support request is made.

Workplaces that will benefit from the support are obliged to assign at least one occupational safety expert, one occupational physician and, if necessary, one other health staff according to the legislation within the month for a minimum of 15 days. If the time condition is not met, the concerned workplace cannot benefit from the support for the relevant month. The employment duration of OHS Professionals and their compliance with the legislation will be audited based on the İSG-KATİP records.

Workplaces wishing to benefit from the support must apply through the APPLICATION PORTAL with the information and documents requested by the Directorate General.

Financial Support for Evacuation Trainings

Financial support will be provided to 70 underground coal or metallic ore mining workplaces to be selected in order to increase the number and qualifications of rescue workers at mining workplaces and help them to be prepared for emergencies through evacuation trainings (initial training for 2000 employees and renewal training for 1000 employees) for 3000 trainings. The amount of support to be allocated to the employer for these trainings will be € 18 per employee.

Employees will be able to receive initial training only once whereas they will be able to receive renewal training at most twice.

Trainings will be provided by trainers who have at least 8 years of experience in underground rescuing or evacuation training or by educational institutions that have 5+ years of experience in evacuation training.

The criteria for benefiting from the financial support regarding the evacuation training are as follows:

  • Workplaces with 20 to 150 employees can benefit from this support which is provided for 25 percent of the total number of employees within the bounds of the quota.
  • Workplaces with 151 to 250 employees can benefit from this support which is provided for 40 percent of the total number of employees within the bounds of the quota.
  • The payment of the support shall be made to the employer following the submission of documents to the Directorate General proving that the evacuation trainings were carried out.

Financial Support for the Integration of OHS Management System Standards

In order to provide a proactive approach to occupational health and safety at workplaces, the top 15 workplaces with the highest score to be selected through a set of criteria out of 70 workplaces will be provided with a financial support up to € 4000 for the integration of the standard “Occupational health and safety management system – For small and medium sized enterprises (SMEs) – Mining sector” and the certification process.
