Information on the purpose of the program, budget and the scope of grant
support.
Call for proposals for the “Improvement of Occupational Health and Safety Grant Scheme” was
published by the Directorate of European Union and Financial Assistance (DEUFA) of Ministry of Labour and Social
Security (Contracting Authority) on 27/12/2018.
The Beneficiary Institution of the Operation is the Directorate General of Occupational
Health and Safety of the Ministry of Labour and Social Service. A budget of EUR 6 million has been allocated for the
financing of the projects that will be implemented under the Improvement of Occupational Health and Safety Grant
Scheme. Within the scope of the Grant Scheme that is going to be implemented, it is aimed to improve the
occupational health and safety conditions with the society embracing the preventive perspective brought by the
Occupational Health and Safety (OHS) Law No. 6331 that is compatible with the 89/391/EEC Framework Directive of the
European Union.
Aforementioned Grant Scheme , especially for extremely hazardous sectors other than mine
and mining (according to the NACE Coding System) has been designed to;
- Support decent work in workplaces,
- Establish a safety culture countrywide,
- Improve the conditions of working environments,
- Increase the OHS awareness and risk perception of employees, including vulnerable groups and employers,
- Support social dialogue and trade union rights at all levels,
- Strengthen the guidance capacity with a special focus on OHS
encourage projects planned to include activities such as the ones listed above.
In the mining sector and other extremely hazardous sectors, within the scope of
“Improvement of Occupational Health and Safety Grant Scheme” which will be implemented within the framework of the
“employment” action title of the Employment, Education and Social Policies Sectoral Operational Programme, it is
aimed to;
- Improve the working environment and OHS conditions of target groups and
- Carry out studies that will increase the competencies of the relevant parties in the field of OHS.
Non-profit legal entities such as the ones listed below can benefit from the aforementioned
grant:
- Non-Governmental Organisations (NGOs),
- Occupational/professional organisations; (chambers of commerce and/or industry, chambers of tradesmen and
craftsmen, civil servant unions/confederations/sector representative organisations, exporters’ unions,
employers’ unions/confederations, labour unions/confederations, organised industrial zones (OIZs), SME
representative organisations, etc.), - Universities,
- Vocational and technical high schools in the fields of mining, machinery, metal, metallurgy, electricity and
electronics, chemistry, construction, agriculture, maritime technologies; - International (inter-governmental) organisations defined in Article 43 of the European Union Financing Agreement
etc.
A grant support of EUR 75-200 thousand will be provided for the grant beneficiary projects
presented within the framework of the Grant Scheme that has a budget of EUR 6 million and the duration of the
projects shall not be less than 12 or more than 18 months.
Directorate of European Union and Financial Assistance (DEUFA) of the Ministry of Labour
and Social Security (EESP SOP Operating Structure) is responsible for the funds under the Employment, Education and
Social Policies Operational Programme (EESP SOP) within the scope of the financial co-operation between the European
Union and Turkey.
